Joaquina Salado is Head of AI Ethics at Telefónica, where she leads the company’s Governance and Responsible AI strategy at scale. With a multidisciplinary background in Business Management, AI & Big Data, and Digital Business, she works at the intersection of technology, business impact and regulation.

She is responsible for designing and implementing Telefónica’s AI governance framework, turning ethical and regulatory requirements into clear, actionable guardrails that reduce uncertainty and enable teams to innovate faster and with confidence. Her work supports alignment with Telefónica’s AI Code of Conduct and regulations such as the EU AI Act, while creating the trust, consistency, and operational clarity needed to scale AI solutions responsibly across the business.

Joaquina collaborates with cross-functional teams across business, technology, data protection, compliance, cybersecurity, human rights, and social impact to implement governance that enables AI at scale. A strong advocate for responsible innovation, she actively promotes internal awareness and engagement to embed Responsible AI into Telefónica’s culture as a driver of sustainable growth.

Beyond Telefónica, she contributes to global AI governance initiatives through her work with the GSMA’s AI for Impact working group and UNESCO’s AI Ethics initiatives.
